President Tinubu Signs NIMC Act 2026 into Law, Strengthens Nigeria’s Digital Identity System

 


President Bola Ahmed Tinubu has signed the National Identity Management Commission (NIMC) Act 2026 into law, ushering in a new era for Nigeria’s digital identity framework.


According to the President, the new legislation replaces an outdated law that had guided the nation’s identity system for nearly two decades and positions Nigeria for a more secure, inclusive, and technology-driven future.


The Act empowers NIMC to play a central role in Nigeria’s Digital Public Infrastructure by providing a trusted foundation for verified identities, secure digital transactions, electronic signatures, and the broader digital economy.


President Tinubu stated that the law also strengthens the protection of citizens’ personal data, ensuring that information is accessed and used only within the bounds of consent, legal procedures, and privacy safeguards.


Under the new framework, the National Identification Number (NIN) will become an even more important requirement for accessing key services, including passports, voter registration, banking, telecommunications, pensions, insurance, taxation, land transactions, consumer credit, and government services.


The President emphasized that the law was designed to protect vulnerable groups, underserved communities, and Nigerians in the diaspora, ensuring that no citizen is excluded from opportunities due to a lack of trusted identity.


The Act further enhances governance within NIMC, strengthens accountability mechanisms, expands representation on the Commission’s Board, and introduces tougher penalties for identity theft, multiple registrations, unauthorized access, and misuse of the identity system.


Describing the legislation as a landmark achievement, President Tinubu commended the National Assembly, the Ministry of Interior, NIMC, development partners, and Nigerians who contributed to its success.


The President reaffirmed that the reform aligns with the Renewed Hope Agenda and supports Nigeria’s ambition of building a secure, inclusive, and prosperous digital economy.
